Remote Controlled Webcam

While sitting waiting for the clock to run up, I came up with a great idea. The "Remote Controlled Webcam".
It's basically how it sounds. It'll be a remote control car like one you can buy at any Radio Shack and put a wireless web cam on it. The cool part would be viewers would have the ability to control the remote control car.
I don't think it'll work well at home, but it'll be perfect for an office. My work has been very interested in traffic to their website, and something like that could catch a buzz.
The only problem is, I'm not completely sure how I can go about doing that. Getting the car and web cam set up is the easy part, the hard part is getting some kind of way to transfer commands into either physical movement or radio signals.
I came up with one idea. I once seen a guy set up a weather camera to do these basic functions....He had to engineer a way to pan in and out, turn the camera left and right, and up and down. He had some form of relay switch box that turned switches on or off by issuing a command to the device's interface. From there, he wired the power to the motors to a given switch and when the command was given, the switch would stay on for x amount of seconds. He then programmed a control panel in perl for the weather man to control.
